I have a 3 story building.
Will it be possible to put a slab (to make it a roof top) on a brick wall at 2nd floor?

It was designed to construct a roof.

Dimensions of brick wall: 8' X 14'

Or please suggest me the best way to make a roof top on it.

You do not have the skills or knowledge to be doing any construction design. You need to contract with a licensed engineer to do the plans and get them approved by your local building inspection department.

Please stop posting like this here -- asking for advice on how to bypass your local building codes. It is just too dangerous in your case.
