To put it simply, the modules cannot be reused because some components are missing.
The circuits are built using power hungry technology that becomes more unreliable as it ages.
 
Some components might be useful (those small relays below the piggyback board). I would not count the transformers: they are not the insulated type, and this board looks pretty weather-battered, so it is not safe. The others are just not worth desoldering, cheaper and less trouble if bought new.

In general, specialized equipment is useful only in its designed context. Without context it is either just electronic waste or component-source. Very few such boards has value on its own (for example, for some collectors).
