When does a baby's brain form and how does maternal smoking affect it?

i have tow questions from eth question list which I think will be present in this exam..Would you please tell me
1.when the babies brain will be formed in mothers ?
2.if any, how a smoking mother would afftec her child's brain at that time ?

Thank you so very much if you could offered me any hints..

What happens if a baby of the age of about 1yr old drinks a small mouth full of beer just say one day and then a day the next week and a day or 2 after wards, or instead of taking a mouth of it dips her soother in a glass of beer 2 or 3 times? How would it effect their brain?
