Who is credited with coming up with the modern scientific method? I think it was either Galileo or Francis Bacon...

Note, by modern scientific method I mean:

Do experiment. come up with theory to explained observations. Test this theory repeatedly with different experiments. If theory doesn't agree with an experiment, revise theory or come up with new theory.
