I want to a make a solution from ZnO powder to deposit a layer on glass substrate by drop casting method.

The best you are likely able to get is a suspension unless you want to use an acid to dissolve the ZnO. In that case you no longer have the oxide so probably not what you want.

ZnO is available in nano-particles that will make a good suspension. They are often used in sunscreen and deodorant applications as they lose their white appearance when applied to skin.

Alternatively you can add a material to thicken the suspension to lengthen the working time.
