I am using an old ISP-provided fiber router as a secondary router to extend the WiFi range on my newer fiber router.

I have a LAN cable running from the LAN1 port on the secondary router to the LAN1 port on the current ISP's fiber router. Devices on the secondary router are able to access the internet using IPV6, but not using IPV4. That is, IPV4 doesn't traverse the second router unless I configure my devices with static IP settings with the gateway address pointing to the primary router.

How can I tell my secondary router that internet traffic is to be sent over LAN1? The following dialog boxes are present in the "Routing" page of the web UI, but I don't know how to fill them in.

Which of the above routing setups (Static or Policy) is right for my use case, and what do I need to enter in?

Neither: you don't want the secondary device to be doing any routing, you want to use it as a switch. Google the brand of router and "use as wifi extender" for specific help.
