Are you in Canada? Can you try contacting your local government folks?
And it may depend on which beaches you are asking about. The Environmental Protection regulations for the large inland lakes in Canada may be different from those for the Atlantic and Pacific Ocean beaches.
For the US, I would probably start with my local Fish and Game office. They are generally very helpful and knowledgeable. Whatever similar department there is in Canada should be able to help you or guide you to the next link up the chain of command.
Can you say what a few concerns might be in filing an EIR for using such a machine on a beach might be? I can think of a few issues that could be dealt with in the design of the machine and addressed in the associated EIRs and permit applications.
