Can two entangled particles communicate or tell the other particle which quantum state it sould go in if one particle is in a black hole and if so can they communicate if both are inside a black hole?

No information is transferred between separated entangled particles that could be construed as communication.

The black hole aspect to your question isn't within the scope of quantum physics, but in General Relativity, from the perspective of the distant particle, the other particle approaches but never crosses the apparent event horizon. From the perspective of the infalling particle, the laws of physics breakdown as it approaches the singularity, so all bets are off.

Once one particle enters the black hole it would likely become entangled with that so the question is meaningless.
