They are completely different units. The first is the unit of a volume, the second of a concentration (e.g., the number of particles per volume).

No. One has dimension length^3, the other dimension 1/length^3.
 
It might help if you call cm^3 "cubic centimeters" and cm^-3 "per cubic centimeter".
