Does Windows XP Pro SP2 limit P2P downloads and can registry changes speed them up?

I've heard that the SP2 limits your connection when download from p2p software. Can anyone tell me in detail what has changed since it was released and how much of a difference there is between downloading with SP1 and SP2?

Would you recommend editing the registry to download faster using p2p?
