Is there a difference between "electron oscillation frequency" and "plasma frenquency"? Also, what is the name of the em radiation caused by thermal vibration?

At this point I think you should try sitting down with a good plasma physics book to get all your answers. I don't know the terms off the top of my head but Francis Chen has a really good text called "Introduction to Plasma Physics" that probably has all the answers that you need.
