How Competitive is California Polytechnic University, San Luis Obispo?

Say compared to UCLA or Harvard, or compared to Cal State Northridge?
And...
Is California Polytechnic University, San Luis Obispo a UC or a CSU?

Cal Poly is a very respectable school--arguably the best in the Cal State system (it's a CSU, not a UC), but it is no where near as competitive as schools like UCLA or Harvard.
