Yes. Reciprocating engines for example, in cars and busses, can be made to run on hydrogen. That's been done quite a lot recently because of the interest in the "hydrogen economy" and the need to test infrastructure using hydrogen powered vehicles.
 
Yep. Hence the electric power cells that use electricity to split hydrogen and oxygen, and combust the hydrogen in the engine.
