There's been a lot of headlines in sports lately about record breaking noise levels. The Seattle Seahawks home stadium broke the outdoor stadium noise record at 137.6dB (the previous record is from an outdoor stadium as well). The indoor stadium noise record is 126 dB at the Sacramento Kings (really??!?) stadium.

My question is, how/why is an outdoor stadium able to obtain louder noise levels than an indoor stadium? I would think it would be the other way around.

It is strongly dependent on the material used in construction. Indoors they have more options, since outdoor weather effects (sun, rain, etc.) can be ignored.
