Suppose i have a wooden ring and a time varying magnetic field is passed through it. Then will there be induced emf.

Sure. The changing magnetic field creates an induced electric field.
 
The induced EMF would be present even in a vacuum! :)
 
That's what written in the book. The ans is yes. but i am not able to appreciate the fact. WHY?
 
As I said before, it's the changing magnetic field that induces an electric field. (To understand that better, explore Maxwell's equations.) Perhaps you are thinking of an induced current: that will require a conducting loop. But the electric field is there, conducting loop or not.
 
The book claims the answer is that all the magnitudes are the same because "the gravitational force on the penguin is the same". I'm having trouble understanding this. I thought the buoyant force was equal to the weight of the fluid displaced. Weight depends on mass which depends on density. Therefore, due to the differing densities the buoyant force will be different in each case? Is this incorrect?
