If it were possible, nothing special would happen. It would just mean that all objects are stationary with respect to one another. But that's an impossibility in the real world. How can you have a frame of reference at rest with respect to all other frames of reference, when objects are observed to be moving all over the place in different directions and with different velocities? And that ignores the fact that a frame of reference is not a physical object and doesn't need to be attached to an object. For example, cosmologists commonly use a frame of reference in which the cosmic microwave background is seen to be uniform. This frame is not attached to anything.
