Laplace Transform for Cosine Function: Can You Obtain a Transfer Function?

I have an equation I'm trying to work out if it 'Laplaceable'?
As in, can I get a transfer function?

d²y(t)/dt² = k⋅cos(Φ)⋅y(t)
