Well, this is interesting. I did a Google Images search on LIverpool soccer water bottles and got this hit:

It's a little hard to tell, but it kind of looks like the little chin shelf is meant to help players gauge how close to get the bottle to their mouth without actually touching the dispenser tip with their lips:
