Bug Problems signing up to an account

I have recommended this forum to someone who appears to be keen to learn Astrophysics as the amazing resource that this forum is. He is having issues signing up though and having issues with the following error:

Your account has been rejected for the following reason: Your registration has been rejected as it resembles spam-like or automated behavior. Please contact the administrator for further information or assistance..

Is there someone he can contact about this?
