Requirements to waive out-of-state tuition fees

[jaydnul]

Are there any ways to avoid out if state tuition because the state i want to move to requires you to live there a year for in state. I've heard about the waiver but i don't think i have the grades for it. What are the usual requirements to get the out if state fee waived? Also, are there any other ways?

Such rules surely vary from one state to another, so it would probably help if you could tell us which state you're thinking of moving to.
