Yes - allowing for corrections to your artwork.

Since the internal gear has 9 teeth and the outside gear has 12 teeth, the inside gear will turn 4 times for each 3 time the outside gear turns.

Since they are so close (9 and 12), the exact shape of the teeth will be critical.
