I have never seen one of these in my life but it makes sense to me that a general control component may need to drive power circuits and that is still often achieved with a relay.
 
It appears to be a discrete I/O module operating on AS-I bus that has 4 PNP inputs and 4 relay outputs. Presumably a host PLC or similar that supports AS-I bus can address the I/O.
