TL;DR
Call recording permission in video conferencing software.
Do the Host only get the permissions of call recording in video conferencing software?

I.e. Teams, Google meet, Zoom, Skype etc.

I mean the Host who creates the meeting and invite other participants to join the meeting on a specific date and time only has the permission to record the call. The participants who join the call can also record the video call?

In Google Meet, only the host has the permission. In Zoom, I have seen that participants can record the meeting too, but the availability of that option can probably be controlled by the host. Can't comment on the others.

You can, of course, use your own screen recording software and record the call.

Beyond software permissions, laws vary from state to state and from country to country so make sure you're not running afoul of any law or company policy.
