If a job listing asks for a degree in computer science, can someone with a computer engineering degree apply for that job? assuming the computer engineer meets all other qualifications

What are the other qualifications? If the candidate has work-related experience, the precise name of the degree does not matter much.

Yes. The type of degree you have is not as important as you think.
