Good enough to get into College?

I'm planning to apply to Rutgers in New Brunswick, NJ.

My stats so far.

GPA between 3.5 and 3.4 unweighted
1720 SAT 1200 Math and Critical Reading
Top 30% of class
4 years football
3 years TSA
Silver and bronze TSA achievement award
Teen CERT member (Community Emergency Response Team)
70+ volunteer hours
Going to volunteer at a hospital in the summer

I'm wondering if I should take the SAT and/or the ACT in the fall. Also what is the best time to apply to college? And lastly, is Rutgers New Jersey's best college after Princeton?

Also, I am wondering about scholarships. I been looking around the websites for them and I am really confused what to do.

No problem, your good. Rutgers Brunswick has a requirement of at least a 3.0 gpa. Yours is well above that and 70 hours of volunteering helps. I think you have a pretty good chance.
