I would like to know the factors that determine the electronegativity of a specific atom inside a specific molecule inside a specific solution, under specific environment situation

I also would like to know what does electronegativity determines, eg. pKa, formation of hydrogen bonds, strength of vdW bonds, etc

is electronegativity the one and only fundamental parameter to determine all the other chemical parameters?

Electronegativity is certainly not a fundamental parameter.
There are at least a hand full of not completely convincing and differing definitions of EN.
