I think that the force would double as well right?

Substitute

n1q1 for q1

or

n2q2 for q2

or

(nrr)2 for r2

where n1, n2 and nr are the fractional modifications you seek to introduce.

So, what happens to a given F when nr=1/3; i. e., the interaction distance is reduced by a factor of three?
