This unfinished high rise condo/hotel in gulf of Thailand has been in incomplete state for about 3 years.
How long can the materials last in terms of the project being completed ?

There is exposed steel there which will oxidize. It takes a long time to rust through rebar, but it will happen.
 
Rebar rusts to uselessness in order of decades to centuries.

Yep, I've snapped quite a few pieces by hand when I was kid working construction in SFl.
