Is it safe to make my own toothpaste

I bought some sodium fluoride over the internet and mix it with regular toothpaste at 9000ppm or until it's 1.2% by volume, this is the same strength as prescription toothpaste, I'd just like to know if it's safe. I know that NaF is a poison at high doses.
