How could such a http://members.chello.nl/~n.benschop/electron.pdf get published? Is Annales de la Fondation Louis de Broglie a fringe journal?

I found it on their personal website (see the link included in my previous post). I subsequently went to the Ann.F.L.B webpage and I looked at other papers for reference, have a look for yourself, was this journal taken over by cranks or what?

What link?

Sorry, nakurusil, I don't see that link. Can you just give the url? There are good reasons not to click on something if you don't know in advance where it will take you, eh? (I like to let the Google spiders take those hits.)

A bit of context

Benschop is known to me from his sci.math postings and writings such as http://mathforum.org/kb/thread.jspa?threadID=1510065&messageID=5441080#5441080
See also the post by Robin Chapman in

For some eprints, see

From http://www.canalacademie.com/La-fondation-Louis-de-Broglie.html, we see that amateur physicists are welcomed as members by the Foundation, so this is not a professional society, which might be relevant.
