The function of a neuron is obviously the integration, summation, and propagation of signals/inofrmation. The location of a neuron will result in differing extracellular concentrations of ions, thus, should'nt a neuron's location help determine cell membrane potential?

The extracellular concentrations of ions throughout the body is pretty constant. By function of the neuron, the question means type of neuron. For example, rod cells are a type of neuron with the function of sensing photons. Other type of neuron could be interneurons or motorneurons.
 
Different types of neurons serve different purposes. Some neurons will have a longer/shorter relatively refractory period and a longer/shorter absolute refractory period, for example, which may alter a neural circuit greatly.
