I have completed my Msc(physics) and Currently enrolled in PhD( cosmology) in India.
For the sake of scope and knowledge if I want to pursue my PhD in physical cosmology abroad (e.g.other than India).
Which are the institutes which will be better( may be not the best )for appyling without the GRE and TOEFL exam ,
And if financial assistance is provided in the form of stipend??
Anyone of you please guide.

Something in Europe? All universities will want to see some qualification - the MSc should be accepted, but check that in advance. European universities won't care about the GRE, that is a US test. English skills will be necessary, TOEFL might depend on the university. PhD positions are paid, usually enough to live from it.

But will you please list some of the universities.
 
There are way too many European universities for a list. Figure out which part of cosmology you want to study, check which groups are working on it, see if they have PhD positions (they are not always written out, asking directly can help). You can also ask people in your current university if they can give a recommendation.
