Reduce 12V DC to 1V DC: Increasing Amperage

How can I take 12 vt dc @25 amps and reduce it to say .. 1 vt dc by raising the amperage and what would the amps be.

You are referring to a "buck" DC-DC converter. That is the topology that converts a voltage down to a lower voltage, where you can get more current out than the input current. I googled buck voltage regulator tutorial and got lots of hits for you to check out:
