Every resistor has some variation with temperature.
Let's say I pick a 2K resistor. Is the 2kohm specified at 0 deg C or room temp?

You need to read the spec of the resistor. The good ones tell you all that. For the cheap ones, you can still find the general spec. This is so specific you cannot give a general answer. Go to site like Vishay or Caddock and they should have plenty of materials for you to read.
