Revive NiCad Batteries - Is the Easy Battery Fix Really Effective?

I ran across this link on how to revive NiCad batteries. Before I try this, I want to run this by you guys.

Yes, it works, but it produces an unreliable battery.

The whiskers seem to go open circuit but only have a very small gap in them and they grow back very soon after you zap them.
