The photo shows some objects suspended on a power lines near an airfield

The 3 pink circles are the oranges balls in the photo. Which seem to be Aerial Marker Balls.

QUESTION: The pink triangle is the cone shown in the photo. What is this cone and what is its usage?

"The Tottenham/Volk airfield was purchased by a fill operator, under the guise that they need to bring in millions of cubic metres of commercial fill to improve a grass airfield." (Extract from the opening to a petition to stop fill and airfield improvement).
A temporary? grass landing strip has been built on earlier fill, 270 metres west, parallel with the original strip, while the old strip area is being filled.

The orange cone is in direct alignment with the new grass landing strip. The cone is on the upper wire. The balls mark the same power line, but across the end of the original runway. That suggests it is a cable warning marker, and a navigation marker, for the centre of the new (temporary?) runway.

While I was rolling out a shielded cable, a though came to my mind - what happens to the current flow in the cable if there came a short between the wire and the shield in both ends of the cable? For simplicity, lets assume a 1-wire copper wire wrapped in an aluminum shield. The wire and the shield has the same cross section area. I am not an electrical engineering student, but a lowly apprentice electrician. I learn both on the job and also take classes for my apprenticeship. I recently wired my first transformer and I understand that the neutral and ground are bonded together in the transformer or in the service. What I don't understand is, if the neutral is a current carrying conductor, which is then bonded to the ground conductor, why does current only flow back to its source and not on the ground path...
