Are the viscous hydrodynamic forces and the nonlinear viscous hydrodynamic forces applied on offshore platform in the ocean? The platform is fixed.

Environmental forces on a platform would be that resulting from mainly water and wind action.
I am not sure how far of an answer you want with this, as it is a very complicated subject, as you would likely find out by searching on the web for viscous hydrodynamic forces on offshore platforms, or something similar.
