Ask yourself why are you building a house for?
Many answers should come from that question.
Then, follow with questions like where?, how?, how quickly?, how strong?, how cool or warm?, how much natural light?, what local regulations need to comply with?, how accessible?, how high?, etc.

Some people don't think wallpaper is important. Nonsense. Wallpaper is of the absolute utmost priority. How do you think you're going to cope staring at a barren, exposed wall all day, just full of bricks and grisly, ugly cement? No one’s ever going to come to visit you. Your girlfriend will leave you. You’ll never be able to just sit and relax in your living room. The mere disgusting sight of the mangled wall, laden with cracks and blemishes, will slowly but surely drive you insane. Forget the foundations and your house will fall apart, but forget the wallpaper and your life will fall apart. Think about that.
