What is fractional uncertainty mean?

When we calculate fractional uncertainty , we get a percentage of the uncertainty but what does it mean? For example 5% .

If I'm traveling 20 m/s with a fractional uncertainty of 5%, then I could actually be traveling anywhere from 19 to 21 m/s
