What is the correct interpretation of this circuit?

My question:

1) In diagram (b), is there a reason why Vo is to the left of 15 ohm resistor and not to the right? (which wouldn't produce the same answer) cf. diagram (a)

It might be a minor point but I'd like to know the specific reason

You have to have a parallel impedence to the current source to transform.
Working from right to left this is the 15 ohm resistor.

I grabbed an under cabinet LED light today at a big box store. Nothing special. 18 inches in length and made to plug several lights together. Here is a pic of the power cord: The drawing on the box led me to believe that it would accept a standard IEC cord which surprised me. But it's a variation of it.
