What do they mean w.r.t Cell Phones ?

the GSM standard can be implemented in different frequency bands. Two of the most usual are 900 and 1800 MHz. If your cell phone is not dual band you can register only to operators that use the band your phone is capable of.
 
Greater frequency ?
Does it mean more clarity ??
 
nope, just that the carrier is greater in one case. the specifications are basically the same...
