Not sure what you mean by device.
Read the light off the display screen? (They used to have light pens. Obsolete now.)
Read the data off the video port? (Any flat screen monitor does this conversion to digital)
Fetch the video memory into another program? (software)

Yeah, can you be more specific? what do you mean by "read" and what do you mean by output?
There is QA testing software that can record and compare entire screens down to the pixel.
