I was wondering what is the purpose of connecting 0.01 micro farad capacitor across pin 30 and pin 31 of the circuits http://www.electro-tech-online.com/custompdfs/2012/07/fn3082.pdf(page 11 to page 12 every typical circuit does connecting it) ?

I was wondering what are the uses of 200mV scale in voltmeter? I mean isn't it too small for most applications? but it seems to me every meter has such small scale ,so I was wondering what is their actual usage?

Thanks for your advice indeed, and no, I have not got pins 30 and 32 joined together but I have joined the pin 30 to the same ground as the IC.
