FS = 1.715
FNET = FS = FA - FFK

1.715 N + 2.95 N = FA
4.655 N = FA
4.7 N = FA
Therefore, the maximum horizontal force that can be applied is 4.7 N without the upper, 0.5 kg, block moving.
