I am guessing 1, since it has the additional height to fall under gravity influence

Yea, three balls are launched...but you are asking which ball would "strike the ball at the fastest speed"? Clearly there is another ball/target that these three balls are aimed at?

i misstyped. it should be which of these 3 balls strikes the ground with the greatest speed.
 
Instead of guessing, why not try writing out the kinematic equations for each scenario. (You will get a most interesting result)
