I'm wondering this because I feel like it would be time variation logically, but experimentally I'm not so sure.

It depends on the toaster.

I have one that has different elements that come on depending on the setting, plus it varies the time it takes.
 
We had one that used a photo-cell or similar to detect browning, did perfect toast every time-- For a couple of weeks. Then the widget died, and the toaster went back under warranty.

By curious coincidence, three of the five people in front of us at the 'Customer Services' desk queue had our brand of toaster...
