Can someone adds electric components to his diesel/gasoline engine car, to make it work like hybrid cars?
 
Such a conversion is more complex than you might think.
You could never get vehicle approval or insurance.
If you have to ask, it is impossible, so you cannot do it.

In the U.S., anybody can build a car and get it licensed. It just needs to meet certain minimum standards. Other countries are different.
