Is flow rate at inlet of pressure regulator ( not relief valve) equal to flow rate at outlet ?

Mass is conserved, so the mass flow rate is the same at the inlet and outlet -- asssuming that there are no leaks on the high pressure side of things. Everything coming out of the high pressure tank shuld be going out at lower pressure on the outlet.
