Does anyone have experience using "Volt-Sticks" ? What is its theory of operation? Is there another tool/device that does the same thing?

I found some discussion on their operation here:

I also found an OSHA report that seems to disapprove of them:

It was issued in 1991 but a newer report didn't popup so that may tell you something.
