This is completely false. Are you seriously saying that the traveling twin cannot say "I'm moving at 0.8c for this whole journey, so I'll only age 0.6 as much as my twin"? The point is that (very important edit: if you are inertial) there is no experiment that you can do that will detect whether or not you are moving.
